Applicant must be a resident of Jackson, Ritchie, Pleasants, Wirt or Wood County, WV, or Washington County, OH; must be actively engaged in the pursuit of study or training involving the following occupational trades: carpentry, millwright, sheet metal work, welding, electrical work, plumbing, painting, operating engineering, laboring, building construction, or other closely related trades; must be newly entering the trade or field.
