Applicants must be undergraduate or graduate students enrolled full-time in accredited institutions in the United States; must demonstrate scholastic excellence and service to the community; must demonstrate good character and an intent to benefit the Hawaiian community; must be U.S residents.

Selection criteria among applicants
Preference given to applicants of Hawaiian ancestry to the extent permitted by law.
