Applicant must be a Vermont resident seeking a certificate or undergraduate degree, or enrolled in a non-degree program, at an accredited school approved for federal Title IV funding; must have a 3.5 cumulative GPA on a 4.0 scale and have financial need; must demonstrate community involvement/service.
Selection is based on financial need, recommendation letters, essay, and academic achievement.
